Great question. 1013.25 hPa isn't arbitrary — it's the average sea-level pressure derived from the ICAO Standard Atmosphere (ISA), set in 1964 as a global reference.
The ISA fixes a baseline so altimeters, performance charts, and engine calibrations behave identically worldwide. 1000 hPa would have been simpler — but doesn't match the actual long-term mean.
